Decision Intelligence Infrastructure
Every institution has infrastructure for its data, its security, and its capital. None has infrastructure for its judgment. That absence is the most expensive unmanaged risk in modern organisations, and until recently it did not have a name.
The definition
Decision Intelligence Infrastructure (n.) — a class of enterprise system that protects the quality of human judgment in high-consequence environments. It does not make decisions, forecast outcomes, or optimise for throughput. It governs the conditions under which people decide, so that judgment made under pressure remains as sound as judgment made in calm.

Why the category had to be named
For thirty years, enterprise software has made organisations faster. It has never made them wiser, and it was never asked to.
Decision support systems tell you what the data says. Business intelligence tells you what happened. Productivity AI tells you what to write. Every one of them assumes the human being receiving the output is in a condition to use it well.
Under sustained pressure, that assumption fails. Capable people do not become less intelligent — they become less deliberate. Judgment migrates from consideration to reaction, and the failure is invisible until it appears as a consequence: the treatment decision made at hour eleven, the escalation authorised on a depleted afternoon, the disclosure a board approved because no one in the room had the reserve left to object.
Organisations have no system that addresses this. They have wellness programmes, which are voluntary and arrive too late, and they have compliance, which arrives after the fact. The gap between them is where catastrophic institutional decisions are made — and a gap with no name attracts no budget, no governance, and no accountability.
Naming it is the first step to governing it.
What qualifies as Decision Intelligence Infrastructure
Four criteria. A system that fails any one of them is something else — a useful something else, but not this.

It must operate before the decision, not after it.
Analytics, audit, and after-action review all describe decisions that have already happened. Infrastructure acts on the conditions in which the next one will be made.

It must be willing to slow the user down.
Every productivity system is optimised to reduce friction. A judgment system must be able to introduce it, at the specific moment friction has value. A tool that cannot make you pause cannot protect you from yourself.

It must preserve human authority absolutely.
The system advises the decision-maker and never displaces them. Any system that decides on a person’s behalf has left this category and entered automation, with the liability profile that follows.

It must be built on validated behavioural science, not inferred from data.
Patterns of judgment failure under pressure are a clinical and behavioural subject with a decades-long literature. A system that infers them from usage data is guessing about the most consequential moments in an institution’s life.
What it is not
Precision here matters more than breadth, because the category is defined as much by its boundaries as its content.
- It is not an executive coaching product. Coaching is voluntary, developmental, and personal. Infrastructure is institutional, governed, and deployed.
- It is not emotional intelligence training. Knowing your state and governing your conduct while in it are different capabilities, and the second is the one that fails under load.
- It is not clinical decision support. It does not read the patient. It supports the clinician.
- It is not a productivity assistant. It is optimised in the opposite direction from most of the metrics those systems are built to maximise.
- It is not autonomous decision-making. That is the category it exists to make unnecessary.
The science underneath it
Decision Intelligence Infrastructure rests on Recursive Judgment Science™ — the study of how judgment degrades and recovers under sustained pressure, and of the conditions under which the shift from reactivity to deliberate consideration can be trained rather than merely encouraged.
Recursive Judgment Science was originated by Dr. D. Ivan Young and developed across more than two decades of applied practice with clinicians, commanders, executives, and families at the point where judgment is hardest to hold. It integrates eighteen recognised behavioural and clinical frameworks. It is the basis on which URIEL™ is built, and the reason URIEL can be examined by a clinical governance committee rather than merely demonstrated.
The underlying research is being brought into the peer-reviewed literature rather than asserted in marketing. Dr. Young’s work on self-empathy as a trainable clinical skill has been accepted for presentation by the American College of Lifestyle Medicine at Lifestyle Medicine 2026.
The first implementation
URIEL is applied Decision Intelligence Infrastructure — the category-defining platform that operationalises Recursive Judgment Science as deployable institutional capability for high-consequence human judgment.
It is being built first for oncology, where clinician load, moral weight, and patient adherence converge more sharply than almost anywhere in medicine. If the category holds there, it holds anywhere.
